Following the implementation of the mandatory national standard GB18401 “National Basic Safety Technical Specifications for Textile Products” on January 1, 2005, on September 30, 2005, the General Administration of Quality Supervision, Inspection and Quarantine officially issued the Entry-Exit Inspection and Quarantine of the People’s Republic of China The industry standard SN/T1649-2005 “Specifications for Inspection of Safety Items of Imported and Exported Textiles” (hereinafter referred to as the “Specifications”) was officially implemented on May 1, 2006. On March 20, 2006, the General Administration of Quality Supervision, Inspection and Quarantine issued the “Notice on the Inspection of Safety, Hygiene and Anti-Fraud Items of Imported and Exported Textiles and Clothing”, which determined the current key safety items and inspection items for imported and exported textiles and clothing. Inspection and supervision requirements have thus made a substantial step forward in the inspection of safety, hygiene and fraud prevention projects for my country’s imported and exported textiles and clothing.
1. The background and significance of my country’s formulation of the “Norms”
my country is a major textile trading country. In 2005, the total import and export of textiles and clothing nationwide was US$132.17 billion, accounting for 9.29% of the total import and export of national goods trade. The export growth rate has remained above 20% for three consecutive years. It is the import and export inspected and supervised by the General Administration of Quality Supervision, Inspection and Quarantine. One of the major categories of commodities, with thousands of types. In the past ten years, foreign countries have imposed limit requirements on residual harmful substances in textiles, which have formed non-tariff technical barriers in international trade and have had a great impact on my country’s textile exports, such as formaldehyde, azo dyes that can decompose carcinogenic aromatic amines, Safety items such as chlorophenol and heavy metal nickel are included in the laws and regulations of certain countries or regions (organizations), which have become a means to restrict and limit the entry of textiles from other countries into the local market. In addition, many imported textiles in my country are currently not included in the “Catalogue of Entry and Exit Commodities for Inspection and Quarantine by Entry-Exit Inspection and Quarantine Agencies”, that is, they are not legally inspected commodities. In addition, there is a lack of quality statements and use marks on safety items related to imported textiles. The intensity of project inspection, supervision and management, as well as the lack of textile safety awareness among some production enterprises, foreign trade company marketing personnel and importers in our country, ignore the relevant safety project clauses when signing contracts or agreements, resulting in the current safety project in the domestic imported textile market. Quality levels vary.
In order to implement the “Regulations on the Implementation of the Import and Export Commodity Inspection Law of the People’s Republic of China”, we must do a good job in inspection and supervision of imported and exported textile safety, hygiene and fraud prevention projects, especially by summarizing and drawing on the inspection of my country’s imported and exported textile safety projects in the past 10 years. Based on the work experience, it is imperative to formulate a “Specification” for the inspection and quarantine system that is standardized, unified, convenient and highly operable. It is of great significance in promoting the orderly development of textile trade, restricting the entry of bad foreign textile products into our country, and overcoming and circumventing textile technical barriers in developed countries. At the same time, it also provides a strong technical basis for the implementation of safety, hygiene and anti-fraud inspections of textile products under the new situation.
2. The basis and content of the formulation of inspection specifications for safety items of imported and exported textiles
Basis for formulation
The “Specifications” are based on the mandatory national standards GB18401 “National Basic Safety Technical Specifications for Textile Products” and the recommended national standard GB/T18885 “Technical Requirements for Ecological Textiles” that have been promulgated and implemented in China. By tracking, understanding and mastering the current international The latest trends and progress in technical barriers to textile trade, collecting, summarizing, analyzing, comparing, and screening laws, regulations, and standards involving safety, health, and fraud prevention in some countries or regions (organizations) where textiles are imported, and integrating relevant foreign laws , regulations and standards are compared and cited with China’s current standards, especially in view of the different foreign limit requirements for our textile safety indicators and the requirements of our country’s laws and regulations, it stipulates the basic safety technical requirements for China’s import and export of textiles, and gives other safety A guide to the project’s defining indicators and main content. The testing methods used in the “Specifications” are: first, the testing methods involving textile safety, sanitation, and anti-fraud items that have been promulgated and implemented in my country in recent years; second, the testing methods that have been promulgated and implemented involving the testing of textile safety, sanitation, and anti-fraud items. International standards or foreign advanced standards, and the third is the testing methods specified in the relevant import and export contracts or agreements.
Main content and technical requirements
The content of the “Specification” includes the preface, introduction, scope, normative reference documents, terms and definitions, requirements, test methods, inspection rules, test reports and 18 normative appendices and 1 informative appendix. Among them, the basic safety technical requirements for textiles directly quote the technical requirements in GB18401 “National Basic Safety Technical Specifications for Textile Products” and are included in the text of the standard; the appendix lists organotin compounds, bromine-containing or chlorine-containing flame retardant finishing agents. , polyvinyl chloride and phthalate plasticizers, pesticides, color fastness and needle detection, etc. The limit requirements of 13 technical regulations and standards related to safety items in some countries or regions (organizations); harmful dyes, The list of pesticides, PVC plasticizers, chlorinated benzene and chlorinated toluene and prohibited flame retardants directly quotes the relevant content of Oeko-TexStandard100-2005 “International Ecological Textile Standard General and Special Technical Conditions” and is included in the appendix in.
