Since January 1, 2014, the new version of the EU’s Generalized System of Preferences has been officially implemented. In October 2012, the European Parliament and the European Commission reached an agreement on amending the GSP to use it to help developing countries most in need.
The new Generalized System of Preferences (GSP) reduces the number of beneficiary countries, and notifies more support for countries that care about the implementation of international human rights, labor rights, environmental protection and good governance treaties. This move is called GSP+.
In order to facilitate enterprises’ acceptance, the EU has set up a transition period of more than one year, and also provided practical guidelines to facilitate the transition.
Major changes: The number of countries enjoying GSP benefits has been reduced from the previous 177 to 90; 67 countries enjoy other preferential arrangements for exports to the EU, but not exceeding GSP benefits; 20 countries no longer enjoy GSP benefits , these countries have become middle- and high-income countries and implement ordinary tax rates on exports to the EU.
