On January 24, 2023, the Turkish Ministry of Trade issued Announcement No. 2023/2, responding to the application of Turkish companies to initiate anti-circumvention on synthetic and man-made staple fiber fabrics originating in China. Investigation to examine whether synthetic and man-made staple fiber fabrics originating in China are imported to Turkey via North Macedonia to avoid anti-dumping duties; at the same time, the Turkish Ministry of Trade issued Announcement No. 2023/3, in response to the application of Turkish enterprises, on the China’s synthetic and man-made staple fiber fabrics have launched an anti-circumvention investigation to examine whether synthetic and man-made staple fiber fabrics originating in China have passed through some EU member states (Germany, Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Croatia, The Netherlands, Ireland, Spain, Sweden, Italy, Latvia, Lithuania, Luxembourg, Hungary, Malta, Portugal, Romania, Slovakia, Slovenia) are imported to Turkey to avoid anti-dumping duties. The Turkish tax numbers of the products involved are 55.13, 55.14, 55.15, and 55.16.

On September 30, 2000, Turkey launched an anti-dumping investigation into Chinese synthetic and man-made staple fiber fabrics. On February 15, 2001, Turkey began to impose anti-dumping duties on the products involved (see Announcement No. 2001/2). Since then, Turkey has conducted three sunset reviews, respectively on June 19, 2007, May 5, 2013, and December 31, 2018 (see Announcement No. 2019/4), and made affirmative final rulings three times. and extended the tax deadline.

On August 26, 2021, the Turkish Ministry of Trade issued Announcement No. 2021/41 to implement anti-circumvention measures for synthetic and man-made staple fiber fabrics originating in China. It ruled that the products involved in the case originating in China were imported to Turkey through Spain, Italy and Germany to circumvent anti-dumping measures, and began to impose anti-dumping duties on the products involved in Italy, Spain and Germany.
