Recently, the General Administration of Customs issued Announcement No. 35 of 2022 (Announcement on Adjusting China’s Foreign Trade Export Leading Index Survey Sample Enterprises), deciding to adjust China’s Foreign Trade Export leading index survey sample companies.
The announcement stated that in order to improve the accuracy of judgment on the export situation and serve the development of national goods trade, since June 2012, the General Administration of Customs has collected information on orders, confidence and costs of some export companies every month for compilation “China’s Foreign Trade Export Leading Index”. According to the “China Foreign Trade Export Leading Index Statistical Survey System” (the survey project number is SHG20-2019-20, the approval number is Guotongzhi [2019] No. 137), the General Administration of Customs decided to adjust the scope of sample enterprises for the China Foreign Trade Export Leading Index survey.
The announcement requires sample enterprises to actively cooperate with the customs in conducting statistical investigations and submit questionnaires truthfully and in a timely manner. If an enterprise is found to have deliberately falsely reported or concealed statistical data, it will be dealt with in accordance with the relevant provisions of the Statistics Law of the People’s Republic of China and the Implementation Regulations of the Statistics Law of the People’s Republic of China.
The customs will keep the information reported by the sample enterprises confidential. The reporting status of sample enterprises has been included in the “Customs Advanced Certification Enterprise Standards” (General Administration of Customs Announcement No. 88 of 2021). Sample companies can have priority in obtaining customs statistical data query services and customs declaration document file query services.
According to reports, China’s foreign trade export leading index is a comprehensive index that can predict and warn the export situation in the next 2-3 months. It is an important part of the customs statistical indicator system. Among the main factors affecting my country’s foreign trade exports, macro indicators such as processing tradeimport, foreign direct investment in manufacturing, investment and consumption in major economies, corporate orders, confidence, costs, etc. Micro-indicators can predict export trends in advance. The General Administration of Customs conducts statistical processing on these indicators and then synthesizes China’s foreign trade export leading index.
In accordance with the principles of stability, continuity, representativeness and randomness, the Statistical Analysis Department of the General Administration of Customs adopts a grouped and stratified random sampling method with unequal proportions. If there are continuous export records from 2019 to 2021 and the export volume in 2021 A total of 3,118 export enterprises with a value of more than 38 million yuan were selected to form a new round of sample enterprises.
The new round of sample companies will participate in the survey starting in May 2022. The survey frequency is once a month. Companies should fill in the questionnaire online from the 25th to the 27th of each month (extensions on weekends and statutory holidays).
