According to news from the Kazakhstan Digital Economy Development Center, Kazakhstan plans to implement mandatory labeling management for footwear products starting from July 1, 2021. By then, footwear products circulating in Kazakhstan must be affixed with a DataMatrix QR code.

It is reported that after the legal document implementing mandatory label management for footwear products is approved and takes effect, other countries (including Eurasian Economic Union countries) that have not affixed digital labels will Footwear products will be banned from entering the Kazakhstan market. Before the legal document takes effect, inventory products that are not digitally tagged will be allowed to continue to be sold within the next one year.

The above regulations involve all footwear market participants from manufacturers, importers, to retailers. All market participants must log in to the product labeling and traceability information system, go through the registration procedures, and obtain the QR code automatically generated by the system. Importers must affix digital labels to goods before customs clearance, either in the country of production or in a customs bonded warehouse in Kazakhstan. Digital tags can be affixed directly to footwear products or on product labels or packaging. At present, the approval and entry into force procedures for relevant legal documents have not yet been completed. The Kazakhstan Digital Economy Development Center recommends that market participants: Be prepared in advance to adapt to the new management measures. Implementing mandatory labeling management for footwear products will help combat counterfeit and shoddy goods and illegally imported goods on the market, and provide support to domestic manufacturers. For consumers, firstly, they can confirm that the purchased goods are legal products through digital labels; secondly, they can scan the QR code through the “NaqtyOnim” mobile application to obtain complete information about the goods.

Kazakhstan has implemented mandatory labeling management for tobacco products since October 1, 2020. In 2022, it is planned to implement mandatory labeling management for drugs, alcohol products and some light industrial products.
