Notice on Further Improving Policies and Measures for the Cotton and Textile and Garment Industry of the Autonomous Region

State and municipal people’s governments, and administrative offices, All departments and agencies directly under the People’s Government of the Autonomous Region:
In order to conscientiously implement the important instructions of General Secretary Xi Jinping’s important speech when he inspected Xinjiang, thoroughly implement the spirit of the Third Central Xinjiang Work Forum, and implement the State Council’s Regarding the deployment arrangements for stabilizing growth and employment, and the spirit of the Fifth Plenary Session of the 10th Party Committee of the Autonomous Region, effectively respond to the impact of epidemic prevention and control and domestic and foreign market uncertainties on the development of the cotton and textile and apparel industries in the Autonomous Region, and promote the cotton, textile and apparel industries in the Autonomous Region In order to maintain healthy and sustainable development of the industry, with the consent of the People’s Government of the Autonomous Region, the adjustments to policies and measures such as freight subsidies for cotton out of Xinjiang and textile and clothing in the autonomous region are now notified as follows:
1. Adjustment of freight subsidy standards for cotton out of Xinjiang. Starting from September 1, 2022, the freight subsidy standard for cotton leaving Xinjiang will be reduced from the current 500 yuan/ton to 300 yuan/ton.
2. Implement a new freight subsidy policy for textile and clothing products leaving Xinjiang. Starting from January 1, 2022, the following freight subsidy standards for textile and clothing products leaving Xinjiang will be implemented:
(1) Cotton yarn, viscose yarn, and various cotton blends such as cotton/viscose and cotton/polyester Yarn products: 1. Products produced and sold by textile enterprises in southern Xinjiang: carded yarns with less than 32 counts are 720 yuan/ton, combed yarns are 820 yuan/ton; 32 counts or more (including 32 counts) are generally Carded yarn is 800 yuan/ton, combed yarn is 900 yuan/ton; carded yarn with more than 60 counts (including 60 counts) is 880 yuan/ton, and combed yarn is 980 yuan/ton. 2. Products produced and sold by textile enterprises in other regions: carded yarns with less than 32 counts are 620 yuan/ton, combed yarns are 720 yuan/ton; carded yarns with 32 counts or more (including 32 counts) are 700 yuan / ton, combed yarn 800 yuan / ton, 60 or more (including 60) carded yarn 780 yuan / ton, combed yarn 880 yuan / ton.
(2) Wool yarn, linen yarn, carpet yarn and other chemical fiber yarn products except viscose fiber: Products produced and sold by textile enterprises in southern Xinjiang will receive a subsidy of 700 yuan per ton. Products produced and sold by textile enterprises in other regions will receive a subsidy of 600 yuan per ton.
(3) Weaving products (including woven, knitted natural gray fabrics, dyed fabrics, etc.): Weaving enterprises produce and sell products using Xinjiang real estate yarns with a subsidy of 1,000 yuan per ton.
(4) Clothing, home textiles, knitting, industrial textiles and other end products: Clothing, home textiles, and industrial textiles manufacturing enterprises will receive subsidies based on 4% of the sales of products exported to Xinjiang during the same period.
3. Adjust the one-time new employment subsidy policy. The one-time employment subsidy of 5,000 yuan for existing textile and garment production enterprises to recruit Xinjiang employees will be changed from a three-year subsidy to a one-year subsidy and will be allocated quarterly to the enterprise. Those who have been employed in the enterprise since January 1, 2020 are still working. For Xinjiang employees, the company will be provided with a one-time subsidy for the difference of less than 5,000 yuan. Xinjiang employees who have been employed in the company since January 1, 2022 and are still on the job will be entitled to 1,000 yuan for the first time for 3 months, 1,000 yuan for the second time for 6 months, 1,000 yuan for the third time for 9 months, and 1,000 yuan for the third time. The standard of 2,000 yuan per year will be paid in four installments. The implementation period is tentatively scheduled for one year, from January 1, 2022 to December 31, 2022.
Fourth, increase the proportion of social insurance premium subsidies. New Xinjiang employees recruited by textile and garment production enterprises will be subsidized based on 100% of the social insurance premiums actually paid by the enterprise.
5. Adjust pre-job training subsidies for new jobs. A one-time subsidy of 2,400 yuan will be given to each Xinjiang employee recruited by textile and garment production enterprises across Xinjiang for pre-job training.
6. Optimize the textile printing and dyeing subsidy policy. Textile printing and dyeing enterprises will be given a one-time investment subsidy of 20 million yuan for new salt recovery and pretreatment facilities and sewage treatment indicators that meet the relevant national and autonomous region emission requirements; for textile printing and dyeing enterprises, the reclaimed water reuse rate shall not be less than 45 %, and a subsidy of 0.5 yuan per ton for water softening treatment costs will be provided based on the company’s actual printing and dyeing water consumption; for textile printing and dyeing companies that have put into operation printing and dyeing wastewater treatment facilities and reclaimed water reuse facilities and whose wastewater discharge meets standards, a subsidy of 0.5 yuan per ton will be provided based on the company’s actual printing and dyeing wastewater discharge , providing a subsidy of 2.5 yuan per ton for pretreatment and desalination.
7. Provide interest discount policy for new working capital loans. Loan interest discounts will be provided to textile and garment enterprises based on 50% of the actual loan interest rate for new working capital in 2022 (up to a 20% increase based on the loan market quotation rate), with the maximum annual limit for each enterprise not exceeding 10 million yuan. The implementation period is tentatively scheduled for one year, from January 1, 2022 to December 31, 2022.
8. Allocate policy subsidy funds on a quarterly basis. All localities (states and cities) allocate policy subsidies such as freight, electricity bills, social security, and interest subsidies to textile and garment enterprises on a quarterly basis.
9. Establish a “white list” system. The Office of the Cotton Industry Development Leading Group of the Autonomous Region, together with the autonomous region’s industry, information, finance, human resources and social security, development and reform and other departments, has established a “white list” system for textile and garment enterprises in the autonomous region, and regularly conducts special inspections on the implementation of policies of enterprises included in the “white list”. Counties (cities, districts) that fail to implement policies will be notified and criticized, and ordered to make rectifications.
10. Remove the restrictions on the freight subsidy policy for sales of new textile production capacity after 2018. Starting from January 1, 2022, those who cannot enjoy the textile and clothing subsidy policy due to production capacity policy restrictions will no longer be able to enjoy the textile and clothing subsidy policy.Enterprises enjoy the same freight and other subsidy policies.
11. If the current special fund management measures for the textile and garment industry in the autonomous region are inconsistent with the content of this notice, the content of this notice will be used to modify and improve it. Except for Article (1), other contents not specified in this notice will still be implemented in accordance with the original policy. If no time is specified above, the implementation time is tentatively scheduled to December 31, 2023.
