The textile and apparel industry is a traditional pillar industry and an important livelihood industry in Jiangsu Province. In order to implement relevant national plans and guidance, we will further promote the high quality of the province’s textile and apparel industry font> development, the Jiangsu Provincial Department of Industry and Information Technology, Development and Reform Commission, Department of Science and Technology, Department of Finance, Department of Commerce, and Market Supervision Administration jointly formulated “Several Policies and Measures to Further Promote the High-Quality Development of the Province’s Textile and Garment Industry” ( (hereinafter referred to as “Policies and Measures”).
“Policies and Measures” proposes 24 specific work measures from seven aspects: cultivating world-class high-end textile clusters, high-end development, digital transformation, green development, brand development, international development, and creating a good development environment:
•Cultivate world-class high-end textile clusters with international advanced positioning;
•Use technological innovation as the driving force to promote the high-end development of the industry;
•Promote the digital transformation of the industry with the direction of intelligent manufacturing;
•Promote the green development of the industry based on energy conservation and consumption reduction;
•Promote the development of industrial branding with quality improvement as the driving force;
•Promote the international development of the industry with market development as the direction;
• Create a good development environment by strengthening services as a guarantee.
Involving key issues in the development of the printing and dyeing industry, the “Policies and Measures” will take effective measures from three aspects to promote high-quality development of the industry.
Promote industrial chain strengthening and supply chains
“Policies and Measures” pointed out that it is necessary to actively guide enterprises to forge long boards and make up for weak boards, carry out upstream and downstream supply and demand docking, strengthen resources, technology, and equipment support and guarantee, and comprehensively improve everything from fiber, spinning, weaving, printing and dyeing to clothing, The development level of the entire industry chain of home textiles, industrial textiles, and textile machinery.
Strengthen industry standard management
Strengthen the standardized management of industries in key areas such as printing and dyeing, viscose, and recycled chemical fibers, and continue to improve the level of industry pollution control
Encourage enterprises to gather and develop
Encourage the cluster development of small and medium-sized enterprises in printing and dyeing and other industries, strengthen the construction of environmental infrastructure in cluster areas, improve pollution control energy efficiency and reduce pollution control costs. Outdated production processes and equipment with high energy consumption, high water consumption, and high emissions shall be eliminated in accordance with laws and regulations.
The “Policies and Measures” are based on the actual situation of Jiangsu Province, clarify the target positioning and development focus of the province’s textile and apparel industry, integrate departmental and local policies, and jointly promote the high-quality development of the province’s textile and apparel industry. The “Policies and Measures” were issued with the approval of the Jiangsu Provincial Government and will be valid until December 31, 2025.
