U.S. textile industry groups urge Bush to implement new protective measures on Chinese imports

U.S. textile industry organizations and 37 members of Congress wrote to the Bush administration, asking the government to ensure that after the quota ends, there will be no surge in Chinese textiles entering the United States in early 2009.

The U.S. textile industry also hopes that the government will implement supervision arrangements for Chinese textile imports, just like the measures currently taken by the United States on Vietnamese imports, to strictly prevent illegal dumping. 11 US trade organizations and several international organizations also wrote to the Bush administration to express their views.

Special safeguard measures were implemented in 2005. At that time, after the cancellation of global quotas, China’s low-price clothing exports to the United States surged in a short period of time.

Cass Johnson, president of the National Council of Textile Organizations in the United States, said that everyone is worried that when the special safeguard measures are lifted, China will repeat its behavior in 2005. The expanded supervision arrangements will create an early warning system. If the warning shows that there is dumping behavior, , the government may launch an investigation.

However, U.S. textile importers and retailers have opposed the establishment of a supervision mechanism, so textile organizations listed their views in support of the establishment of a supervision mechanism in the letter.
