On March 12, 2020 local time in the United States, the Office of the United States Trade Representative (USTR) announced the product exclusion announcement for the 10th batch of US$200 billion in tariffs. Five 10-digit tax code products are completely excluded, including: 3923210030, 3923210095, 3926.20.9050, 4015.19.1010, 5603.12.0090, of which the last three are textile and apparel product tax codes. The two tax numbers 4015.19.1010 and 5603.12.0090 were partially excluded in the third and eighth batches of exclusion lists respectively. Now they have been changed from partial exclusion to complete exclusion.
As of now, the 10 batches of exclusion lists for US$200 billion of taxed products in the United States involve a total of 40 textile tax numbers. The excluded products will no longer be exported to the United States. Add 301 tariffs. The exclusion period can be traced back to September 24, 2018, the date when the 200 billion list came into effect. The excluded products listed in this announcement are valid from September 24, 2018 to August 7, 2020.
The descriptions and HS codes of the textile products that have been converted from partial exclusion to complete exclusion this time are as follows (the tax codes that were partially excluded correspond to multiple product descriptions):
1.3926.20.9050: Plastic products and clothing accessories;
2.4015.19.1010: Seamless one-time use of nitrile rubber Disposable gloves, except for surgical or medical use;
3.4015.19.1010: Seamless disposable gloves made of natural latex, except for surgical or medical use;
4.5603.12.0090: Man-made fiber nonwoven fabrics, weight greater than 25g/m2 but not greater than 70g/m2, with smooth or embossed texture (not impregnated, coated or covered with rubber , plastic, wood pulp or fiberglass, in pre-cut rolls of not less than 15 cm and not more than 107 cm in length, for use in the manufacture of personal care wipes.
