On October 23, local time in the United States, the Office of the United States Trade Representative (USTR) announced the product exclusion announcement for the third batch of US$200 billion in tariffs. A total of 83 products are involved, including 7 tax codes for textile and clothing products. So far, the United States has issued three batches of 200 billion product exclusion lists, of which the first batch involves two textile and apparel product tax numbers, and the second batch involves three textile and apparel product tax numbers, for a total of 12 textile and apparel product tax numbers. Excluded products will no longer be subject to Section 301 tariffs when exported to the United States. The exclusion period can be traced back to September 24, 2018, the date when the 200 billion list came into effect. The excluded products listed in this announcement are valid from September 24, 2018 to August 7, 2020.

The specific descriptions and HS codes of the 7 categories of textile and apparel products that are excluded are as follows:

1. Not provided Carded merino wool yarn, containing 85% by weight of wool, with an average fiber diameter not exceeding 25 microns, for retail sale, 5106.10.0090;

2.100% textured polyester Woven and dyed filament fabrics, measuring 332.7cm wide and weighing more than 170g/㎡, 5407.52.2060;

3. Man-made fiber nonwoven fabrics, weighing more than 25g/ m2, but not more than 70g/m2, with a smooth or embossed texture (not impregnated, coated or covered with materials other than rubber, plastic, wood pulp or fiberglass, pre-cut in lengths not less than 15cm and not more than 107cm In rollers, used in the manufacture of personal care wipes, 5603.12.0090;

4. Man-made fiber safety belt webbing with a size greater than or equal to 25mm but not exceeding 25mm has a width of 50mm , not cut to specific length, 5806.32.2000;

5. Man-made fibers impregnated, coated, covered or coated with 75% polyvinyl chloride (PVC) by weight Layer, 5903.10.2090;
