The EU plans to revise the EU textile labeling rules and put forward comprehensive requirements for physical and digital labels of textiles and related products to ensure that accurate, understandable and comparable information is provided to consumers. Especially information related to the environment; reduce compliance costs; ensure regulatory clarity and consistency.

The EU Sustainable and Circular Textiles Strategy aims to address the environmental impact of textile production and consumption. According to statistics, the negative impact of textile consumption by private households in the EU on the environment and climate change ranks fourth on average, and the negative impact on water and energy ranks third.

The strategy proposes a range of legislative and non-legislative measures to address the environmental impact of textiles, including a review of the Textile Labeling Regulations. The Commission therefore intends to explore the possibility of developing a single and harmonized set of rules for labeling requirements for textiles and related products in all potentially relevant labeling areas. These products are primarily leather and fur products for apparel, apparel accessories and interior decoration/home products, but do not include footwear.

This review should be closely linked to recently proposed legislation, such as the proposed Ecodesign for Sustainable Products Regulation (ESPR) and its Digital Product Passport, the proposed Amendments to the Waste Framework Directive, the Ecodesign of Sustainable Products Regulation (ESPR) and its digital product passport, amendments to the Waste Framework Directive, and the proposed Consumer Empowerment Directive . In addition, issues related to the new General Product Safety Regulation (EU) 2023/988, the Organic Production Regulation (EU) 2018/848 and the proposed Corporate Sustainability Due Diligence will also be explored.
