On January 5, 2018, the Anti-dumping Bureau of the Ministry of Commerce and Industry of India issued an announcement stating that it had decided to take action against nylon filament yarn (Nylon Filament Yarn) originating in or imported from mainland China, Taiwan, Malaysia, Indonesia, Thailand, and South Korea. The second anti-dumping sunset review had a negative final ruling, ruling that the products involved had been dumped during the investigation period, but had not caused damage to India’s domestic industry. Therefore, it was recommended not to continue to impose anti-dumping duties on the products involved. This case involves products under Indian customs tariff item 5402.
On July 4, 2005, the Indian Ministry of Commerce and Industry launched an anti-dumping investigation into nylon filament yarn imported from mainland China, Taiwan, Malaysia, Indonesia, Thailand, and South Korea. On February 3, 2006, the Indian Ministry of Commerce and Industry made a positive preliminary anti-dumping ruling on the products involved imported from the above-mentioned countries. On July 3, 2006, the Ministry of Commerce and Industry of India made a positive final anti-dumping ruling on the products involved imported from the above-mentioned countries. On August 27, 2010, the Indian Ministry of Commerce and Industry launched the first anti-dumping sunset review investigation into nylon filament yarn imported from mainland China, Taiwan, Malaysia, Indonesia, Thailand, and South Korea. On November 19, 2011, the Indian Ministry of Commerce and Industry made the first affirmative final ruling on anti-dumping sunset review of the products involved imported from the above-mentioned countries. On January 13, 2012, the Indian Ministry of Finance issued a continuation tax order in this case. On January 9, 2017, the Ministry of Commerce and Industry of India issued an announcement that in response to applications submitted by Indian domestic enterprises JCTLtd, Gujarat State Fertilizer Chemicals Ltd., Gujarat Polyfilms Pvt. Ltd., Prafful Overseas Pvt. Ltd. and AYMSyntex Limited, imports from mainland China, Taiwan, Malaysia, Indonesia, Nylon filament yarn from Thailand and South Korea has initiated the second anti-dumping sunset review investigation. The dumping investigation period is from April 2015 to September 2016 (18 months), and the damage investigation period is from April 2012 to March 2013. April 2013 to March 2014, April 2014 to March 2015 and April 2015 to September 2016 (dumping investigation period). On January 19, 2017, the Indian Customs issued an announcement to extend the current anti-dumping measures on the products involved in the case imported from the above-mentioned countries until January 12, 2018.
