According to the “Measures for the Administration of Goods Export Licenses” (Ministry of Commerce Order No. 11, 2008) and the “2015 Export License Management Goods Catalog” (Ministry of Commerce and General Administration of Customs Announcement No. 94, 2014), it is now released “2015 Export License Management Goods Classification Issuance Catalog” (see attachment), and the relevant issues are announced as follows:
1. A total of 48 types of goods are subject to export license management in 2015, which are managed by the Quota License Affairs Bureau of the Ministry of Commerce (hereinafter referred to as the License Bureau), the Special Commissioner’s Office of the Ministry of Commerce in various places (hereinafter referred to as the Special Office) and the Commerce Department. The licensing agency of the local commerce department authorized by the Ministry of Commerce (hereinafter referred to as the local licensing agency) is responsible for issuing export licenses for corresponding goods.
(1) The Licensing Bureau is responsible for issuing export licenses for the following six types of goods: corn, wheat, cotton, coal, crude oil, and refined oil.
(2) The Special Office is responsible for issuing export licenses for the following 22 types of goods: rice, corn flour, wheat flour, rice flour, sawn timber, live cattle, live pigs, live chickens, rare earths, antimony and antimony products, tungsten and Tungsten products, tin and tin products, silver, indium and indium products, molybdenum, phosphate rock, rush and rush products, talc blocks (powder), magnesia, licorice and licorice products, platinum (exported through processing trade ), natural sand (including standard sand).
(3) Local licensing agencies are responsible for issuing export licenses for the following 20 types of goods: chilled beef, frozen beef, chilled pork, frozen pork, chilled chicken, frozen chicken, bauxite, coke, paraffin, carbonization Silicon, ozone-depleting substances, some metals and products, molybdenum products, citric acid, penicillin industrial salt, vitamin C, disodium sulfate, fluorspar, motorcycles (including all-terrain vehicles) and their engines and frames, automobiles (including complete sets parts) and its chassis.
2. Export licenses for central enterprises in Beijing are issued by the Licensing Bureau.
3. In order to maintain normal business order, some export goods are subject to the issuance of certificates by designated licensing agencies or customs declaration at designated ports for export. Enterprises exporting such goods must apply for an export license from the designated licensing agency and declare for export at the designated port; the licensing agency must issue an export license according to the designated port.
(1) Huangpu Customs, Beihai Customs, and Tianjin Customs are designated as customs declaration ports for antimony and antimony products.
(2) The export license for the product “mixture containing more than 70% magnesium oxide by weight” (HS code: 3824909200) under magnesia is issued by each special office, and the customs declaration port is no longer designated; Export licenses for other products are issued by the Dalian Special Office, specifying Dalian (Dayaowan, Yingkou, Bayuquan, Dandong, Dadong Port), Qingdao (Laizhou Customs), Tianjin (Donggang, Xingang), Changchun (Tumen), and Manzhouli as Customs declaration port.
(3) The customs declaration ports for licorice are limited to Tianjin Customs, Shanghai Customs, and Dalian Customs; the customs declaration ports for licorice products are limited to Tianjin Customs and Shanghai Customs.
(4) The customs declaration ports for rare earths are limited to Tianjin Customs, Shanghai Customs, Qingdao Customs, Huangpu Customs, Hohhot Customs, Nanchang Customs, Ningbo Customs, Nanjing Customs and Xiamen Customs.
(5) Export licenses for live cattle, live pigs, and live chickens exported by land transportation to Hong Kong and Macao shall be issued by the Guangzhou Special Office and Shenzhen Special Office.
(6) The Guangzhou Special Office and Hainan Special Office are responsible for issuing natural sand export licenses for enterprises in the province to Taiwan, Hong Kong and Macao. The Fuzhou Special Office is responsible for issuing natural sand export licenses for enterprises in the province to Taiwan. The customs declaration ports are limited to the province where the enterprise is located. Customs; Fuzhou Special Office is responsible for issuing standard sand export license.
4. The export license for ozone-depleting substances shall be subject to the “one batch, one license” system.
5. The licensing agency should strictly comply with the “Measures for the Administration of Goods Export Licenses”, the “2015 Export License Management Goods Catalog” and the “Export License Issuance Work Specifications” (Business Distribution [2008]) promulgated by the Ministry of Commerce 398) and other relevant regulations to issue export licenses.
This catalog will be effective from January 1, 2015. The “2014 Catalog for Classified Issuance of Goods under Export License Management” will be abolished at the same time.
