With the approval of the State Council, the Tariff Commission of the State Council decided to suspend tariff concession obligations for some imported goods originating in the United States, effective from April 2, 2018.
On March 8, 2018, U.S. President Trump signed a proclamation, identifying imported steel and aluminum products as a threat to U.S. national security, and decided to impose additional tariffs (i.e., Section 232 Measures) on imported steel and aluminum products starting from March 23. ). The 232 measures violate relevant rules of the World Trade Organization and do not comply with the “security exception” provisions, and actually constitute safeguard measures. This measure has been implemented since March 23 and has caused serious damage to our country’s interests. In order to safeguard our country’s interests and balance the losses caused to our country’s interests by the US Section 232 measures, we have suspended tariff concession obligations for 128 items of imported goods in 7 categories originating in the United States starting from April 2, 2018. Based on the current applicable tariff rates, Tariffs will be levied on 120 items of imported goods, including fruits and products, at a rate of 15%, and 8 items of imported goods, including pork and products, will be levied at a rate of 25%. The current bonded tax and tax reduction and exemption policies remain unchanged.
Our country advocates and supports the multilateral trading system, and the suspension of tariff reduction obligations towards the United States is a legitimate measure taken by our country to use the rules of the World Trade Organization and safeguard our interests.
