According to the Ministry of Commerce, on October 15, Canada filed a request for consultation under the WTO dispute settlement mechanism regarding China’s anti-dumping measures against imported pulp. The person in charge of the Treaty and Law Department of the Ministry of Commerce of China made a statement in this regard, saying that China has received Canada’s request for consultation and will properly handle it in accordance with the WTO dispute settlement procedures.
According to the relevant rules of the WTO, consultation is equivalent to initiating litigation procedures. The member requested to consult shall respond within 10 days of the date of receipt of the request for consultation and shall conduct consultations not later than 30 days after the date of receipt of the request. The consultation shall be completed within 60 days after the requested party receives the request for consultation.
The Ministry of Commerce issued Announcement No. 18 of 2014, announcing the final results of the anti-dumping investigation on imported pulp originating in the United States, Canada and Brazil, and decided to impose restrictions on imports originating in Canada and other countries starting from April 6, 2014. Anti-dumping duties are levied on pulp, and the implementation period is 5 years.
