On June 26, Peruvian mainstream media “Business News” reported that it has been half a year since the Peruvian Institute of Fair Competition and Protection of Intellectual Property (INDECOPI) implemented anti-dumping measures against Chinese textile and apparel products with 34 tax numbers. The Peruvian Foreign Trade Association (COMEX) He once again publicly criticized INDECOPI and pointed out that this measure has created $12 million in additional taxes (anti-dumping duties) for INDECOPI.

In response to the above remarks, INDECOPI pointed out that the bureau took this measure mainly to restore market balance, avoid vicious competition, and eliminate the adverse effects caused by the dumping of Chinese textiles in the market. At the same time, the bureau also stated that since the implementation of anti-dumping measures, the market price of the above-mentioned products has not increased significantly: “If it is found during the market investigation in the future that the final price of such products has increased due to anti-dumping duties, then INDECOPI will determine This type of Chinese clothing has a dominant position in Peruvian imports and sales.”

In this case, INDECOPI initially launched an investigation into Chinese clothing with nearly 300 tax numbers, and eventually imposed anti-dumping duties on 34 products in 5 categories, accounting for 51% of Peru’s total clothing imports from China. The largest buyers of these products are Saga Falabella, Ripley and Oechsle chain shopping malls, accounting for 50% of their total clothing imports.

Eduardo Ferreiros, general manager of the Foreign Trade Association, said he had appealed the case to INDECOPI. He believes that this is a huge damage to the results of the China-Peru Free Trade Agreement and hopes that INDECOPI can solve this problem before September this year. The “Business News” obtained information from official channels and confirmed that “the current government will ignore the pressure and opposition from Chinese textile importers and continue to implement anti-dumping measures.”
