Export commodity inspection of general industrial manufactured products has been cancelled.

The General Administration of Quality Supervision, Inspection and Quarantine issued the “Opinions on Increasing Support for Enterprises to Promote Steady Growth of Foreign Trade” on May 28, proposing a number of measures in terms of import and export services, customs clearance facilitation, and support for regional opening up.
The “Opinions” clearly stated that on the basis of canceling the inspection of 1,551 HS coded export commodities in 2013, all export commodity inspections of general industrial manufactured products will be cancelled.
In terms of improving export competitiveness, the “Opinions” propose to actively recommend qualified enterprises to register externally and provide services to promote the export of small and micro enterprises. Accelerate the mutual recognition of test results and the international mutual recognition of certification and accreditation. Improve the direct release and green channel system, promote the construction of inspection and quarantine windows and centralized inspection, and continuously improve the level of customs clearance facilitation. Crack down on the export of counterfeit and shoddy goods through return investigation, supervision and spot inspection, and follow-up investigation of foreign notifications. Vigorously promote the construction of the integrity system, increase the number of AA-level enterprises, and provide more convenient customs clearance.
The “Opinions” also proposed to improve the bilateral consultation mechanism for quality inspection, guide enterprises to rationally use technical trade measures, and guide the transformation and upgrading of my country’s industry. Give full play to the guiding role of preferential tariff policies in free trade zones, promote mutual recognition and mutual protection of geographical indications between China and Europe, strengthen the protection of ecological origins, guide enterprises to use policies to reduce or reduce foreign tariffs, and promote the expansion of exports of goods.
In terms of service imports, the “Opinions” propose that in order to serve the country’s overall macro situation, we should actively support the import of digital, intelligent and other advanced technological equipment and key components. Strengthen inspection and quarantine access negotiations with relevant countries, speed up the progress of risk assessment, system inspection and quarantine approval, and expand the import of domestic scarce resources. At the same time, support the development of emerging business formats such as cross-border trade e-commerce. Implement credit management and differentiated management for cross-border e-commerce enterprises to guide the healthy development of cross-border e-commerce.
In terms of customs clearance facilitation, the “Opinions” propose to strengthen cooperation between inspection and quarantine and customs. In 2014, all inspection and quarantine agencies and ports across the country will comprehensively implement the “three one” work of one declaration, one inspection and one release with customs.
The “Opinions” make it clear that paperless declaration and customs clearance will be promoted. Improve the inspection and quarantine declaration system, fully implement electronic inspection and quarantine declaration, simplify declaration data items, and reduce the types of accompanying documents. Strengthen cooperation with customs, improve online data verification and information feedback, accelerate the electronic customs clearance form, replace paper customs clearance forms with electronic customs clearance forms, and strive to fully implement electronic customs clearance by the end of 2014. For international electronic certificate verification, further promote the exchange and verification of electronic data of relevant inspection and quarantine certificates.
In terms of deepening the inspection and quarantine reform of the Shanghai Free Trade Experimental Zone, the “Opinions” propose that in line management and collaboration, improve the acceptance of inspection and test results, implement a negative list system for animal and plant quarantine approval, simplify inspection and quarantine declaration documents, and pre-inspection of entry goods , support the construction of local port public information platforms and single windows, form replicable and generalizable experience, and promote it to other economic function zones and special areas as soon as possible.
In terms of promoting the integration of inspection and quarantine in Beijing-Tianjin-Hebei, the “Opinions” clarify that business processes should be optimized to achieve notification, inspection and release of relevant business of various inspection and quarantine agencies in Beijing-Tianjin-Hebei. On the basis of strengthening credit management, classification management and risk management, various release models based on conformity assessment will be implemented for different regulatory objects and products.
