According to this plan, this reform will realize the integrated operation of customs clearance in the Beijing-Tianjin-Hebei customs area by building a center and building four platforms. One center, that is, the regional customs clearance center, while the existing system remains unchanged, will interconnect the originally independent customs clearance management systems through the information network to form a regionally linked customs clearance center. Four platforms, namely: unified declaration platform, unified risk prevention and control platform, unified professional document review, and unified on-site operations. At the same time, Beijing-Tianjin-Hebei Customs will simultaneously promote relevant supporting reforms in such business areas as bonded supervision, combating smuggling, enterprise management, and enterprise inspection.

According to the General Administration of Customs, the integrated reform of regional customs clearance in Beijing, Tianjin and Hebei will make cross-regional customs clearance more convenient. Enterprises in the three places can independently choose the customs to declare. Except for goods that need to be inspected, they must go through inspection and release procedures at the customs at the actual place of entry and exit. In addition, cross-customs clearance can be achieved; it benefits a wider range of enterprises. Enterprises in the Beijing-Tianjin-Hebei region are regarded as enterprises in one customs area, and restrictions on enterprise categories are relaxed.
