On June 15, 2022, the Turkish Ministry of Trade issued Announcement No. 2022/16, making anti-circumvention affirmative final measures for polyurethane-impregnated textiles originating in China. It was decided to levy the following anti-dumping duties on the products involved originating in or imported from Malaysia and Greece: the products involved under tax numbers 5903.20.10.10.00 and 5903.20.10.90.00 are levied an anti-dumping duty of US$1/kg; tax number 5903.20. The products involved under items 90.10.00 and 5903.20.90.90.00 are subject to anti-dumping duties of US$2.2/kg. Among them, only laminated products under tax number 5903.20.90.90.00 are levied on the Malaysian manufacturer Innotech Textile(M) Sdn. Bhd. No anti-dumping duties are levied. The measures will take effect from the date of announcement.

On June 7, 2004, Turkey launched an anti-dumping investigation into polyurethane-impregnated textiles originating in China. On February 5, 2005, Turkey made a positive final anti-dumping ruling on the case, and the levies were as follows: The products involved under tax numbers 5903.20.10.10.00 and 5903.20.10.90.00 were levied an anti-dumping tax of US$1/kg. The products involved under No. 5903.20.90.10.00 and 5903.20.90.90.00 are subject to anti-dumping duties of US$2.2/kg. Turkey has launched anti-dumping sunset review investigations twice on polyurethane-impregnated textiles originating in China, and made corresponding affirmative final rulings on October 31, 2010 and November 2, 2016, maintaining the products involved. The anti-dumping duties imposed by the original trial and final ruling remain unchanged. On October 30, 2021, Turkey launched the third anti-dumping sunset review investigation into polyurethane-impregnated textiles originating in China.

On March 26, 2021, the Turkish Ministry of Trade issued Announcement No. 2021/15, launching a countermeasure against polyurethane-impregnated textiles originating in China. To circumvent investigation, examine whether the Chinese products involved were re-exported to Turkey through Malaysia and Greece to circumvent the existing anti-dumping duties on them. The case involves products under Turkish tax code 5903.20.
