Argentina has incorporated Mercosur Resolution 62/18 into its domestic legal system, which amends the labeling requirements for textiles and clothing sold within Mercosur. Importers and domestic manufacturers of relevant goods must make rectifications in accordance with the regulations before September 28, 2021, while retailers and other entities in the business chain must ensure that products comply with these requirements by March 31, 2022. After the new requirements take effect, textiles and clothing that do not comply with the regulations may not be able to enter Argentina unless the importer commits to rectification and the Technical Regulations Bureau issues an authorization letter, allowing it to adjust the label until it meets the requirements of the domestic market.
Argentina currently uses the textile and clothing labeling regulations of the Southern Common Market GMC Resolution No. 9/00, which have been successively adopted by GMC Resolution 33/07 in the Southern Common Market. Replaced twice by Resolution 62/18 and GMC Resolution 62/18. Clothing and other textiles of the same series sold within the scope of Mercosur must be labeled with the following information labels in Spanish (such as Argentina, Paraguay and Uruguay) or Portuguese (such as Brazil): (1) Fiber content; ( 2) Country of origin; (3) Care instructions; (4) Domestic manufacturer or importer’s name or registered trademark and tax identification number (if applicable); (5) Size or dimensions. Excludes items with a textile fiber content of not less than 80%, such as belts, handbags, wallets, various textile shells and similar items.
GMC Resolution 62/18 made the following important revisions:
When a fiber weight When the percentage is less than 5%, or the weight percentage of two or more fibers is less than 15%, the label can display “Other Fibers” or “Other Various Fibers”, if applicable (the threshold is currently 10%);
A new regulation makes it clear that labels on fabrics must reflect all textile yarns contained in the fabric.
Care labels must be implemented in accordance with ISO3758:2013;
It is clearly required to use ISO3758 in the correct order: Care symbols in the 2013 standard and comply with relevant specific conditions;
Added polyester composite elastic fiber and melamine as general fibers;
The list of exemptions from labeling requirements has been modified, including adding lining buttons, Christmas and similar decorations, door and window seals, and deleting textile products for rental.
