On the afternoon of August 31, 2022, the China Chamber of Commerce for ImportExport held a coordination meeting to respond to the anti-dumping sunset review of Pakistan polyester filament yarn. Xiao Ling, deputy secretary-general of the Textile Chamber of Commerce, deputy director of the Export Division Three of the Trade Remedy Bureau of the Ministry of Commerce, Wang Lei, leaders of the commerce departments/bureaus of Fujian, Jiangsu, Jiangxi Province, Tongxiang, Suzhou, and Jiaxing cities, and enterprises such as Zhejiang Suzhou Shenghong and Zhejiang Tongkun. Representatives and lawyers attended the meeting.
Deputy Secretary-General Xiao Ling first introduced the export situation of my country’s textile and apparel products to the world this year and the trade remedy investigation situation of the industry. From January to July this year, the import and export volume of textiles and clothing reached 208.367 billion US dollars, a year-on-year increase of 10.72%. Among them, exports were US$194.664 billion, an increase of 13.12%; imports were US$13.7 billion, a decrease of 14.88%, with a cumulative trade surplus of US$180.964 billion. As of the end of August 2022, China’s textile and apparel industry had encountered a total of 11 trade remedy investigations launched by foreign countries. The number of cases was the same as the same period last year, and the total amount involved was US$1.992 billion. Under the guidance of the Trade Remedy Bureau of the Ministry of Commerce, and with the support of the provincial commerce departments and bureaus, we will promptly track the information on the above 11 cases, organize response coordination meetings for key cases, inform enterprises of the progress of the cases, and guide enterprises to respond sue. Deputy Secretary-General Xiao encouraged companies to actively participate in industry defense and safeguard their own interests. We will make full use of the four-body linkage mechanism and work with the Ministry of Commerce, local provincial departments and enterprises involved in the case to organize and respond to the case.
Deputy Director Wang Lei introduced the economic status quo of serious inflation in Pakistan and the background of the initiation of this case. Director Wang said that the Ministry of Relief Bureau will actively form linkages with the front line, and suggested that companies seize the time to actively respond to complaints and respond seriously. Enterprises can form alliances by uniting with downstream customers in importing countries and make good use of the strengths of all parties to form synergy. Give full play to the power of industry injury defense and enterprise dumping defense to walk on two legs to achieve a favorable outcome in this case.
Director Wang Dongxiao of the Legal Department introduced the basic situation of the case and products. Due to the high amount of money involved in this case, both China and Pakistan attach great importance to the progress of this case. The Legal Department of the Textile Chamber of Commerce will actively cooperate with the Ministry’s Relief Bureau, organize enterprises to respond to lawsuits, and help achieve a good result in this case.
During the communication session, according to companies, Pakistan has been affected by the shortage of foreign exchange. Domestic demand has recently decreased, foreign exchange collection has been delayed from July to August, transaction risks have increased, and companies have become more cautious about exporting to Pakistan. Pakistan is an important export market for China’s polyester filament yarn, and the company said it will actively participate in responding to the lawsuit and safeguard its own export interests.
