On the afternoon of October 12, 2022, the China Chamber of Commerce for Import and Export of Textile Products held a coordination meeting to respond to the anti-dumping investigation of Indian viscose yarn. Deputy Secretary-General Xiao Ling of the Textile Chamber of Commerce, Director Guo Fang of the Third Export Division of the Trade Remedy Bureau of the Ministry of Commerce, Third-level Investigator Wang Lei, leaders of the Commerce Departments of Sichuan, Henan, and Jilin Provinces, leaders of the Yibin Chamber of Commerce for Import and Export, Xinxiang Chemical Fiber, Jilin Chemical Fiber and Yibin Hester and other business representatives and lawyers attended the meeting.
Deputy Secretary-General Xiao Ling first introduced and analyzed the export situation of my country’s textile and apparel products to the world this year and the industry’s trade remedy investigations. Deputy Secretary-General Xiao pointed out that from January to August this year, the textile and apparel trade volume was US$242.192 billion, a year-on-year increase of 9.29%. Among them, exports were US$226.413 billion, an increase of 11.55%; imports were US$15.779 billion, a decrease of 15.34%, and the cumulative trade surplus was US$210.634 billion. As of the end of August 2022, China’s textile and apparel industry had encountered a total of 13 trade remedy investigations initiated by foreign countries. The number of cases was basically the same as the same period last year; the amount involved reached more than 2 billion US dollars. Under the guidance of the Trade Remedy Bureau of the Ministry of Commerce, and with the support of the provincial commerce departments and bureaus, we will promptly track the information on the above 13 cases, organize response coordination meetings for key cases, inform enterprises of the progress of the cases, and guide enterprises to respond sue. Deputy Secretary-General Xiao encouraged companies to actively participate in industry defense and safeguard their own interests. We will make full use of the four-body linkage mechanism and work with the Ministry of Commerce, local provincial departments and enterprises involved in the case to organize and respond to the case.
Director Guo Fang introduced that India is the country that has initiated the most trade remedy investigations against my country. In practice, it does not recognize China’s market economy status and its rulings against China are relatively harsh. Guo Chu reminded companies to seize the time, carry out relevant response work as soon as possible, and give full play to the power of corporate dumping and industry defense to achieve a positive outcome in this case. Enterprises can form alliances by uniting downstream importers in importing countries, make good use of the forces of all parties to form a joint force, and put pressure on Indian decision-making departments. The Ministry of Relief Bureau will also actively form linkages with the frontline through bilateral or multilateral channels, communicate and negotiate with the Indian side, and strive to create a fair and free export environment for enterprises.
Director Wang Dongxiao of the Legal Department summarized and introduced the basic situation of the case and products. Director Wang said that India has launched multiple investigations into the products involved in the case before, and whether companies respond to the lawsuit will also have a very obvious impact on subsequent exports. Companies are encouraged to actively participate in industry defense and self-defense to increase their chances of winning.
During the enterprise communication session, the enterprises reported that they have started their own dumping response work, and have jointly responded with importers and downstream customers. my country’s exports of the products involved in the case were relatively good in the first half of the year, but began to decline significantly in the third quarter. India is China’s important viscose yarn export market, and companies have expressed that they will actively participate in responding to the lawsuit, safeguard their own export interests, and strive for good results.
Finally, researcher Wang Lei from the Third Export Division of the Trade Remedy Bureau of the Ministry of Commerce summarized the meeting. He conducted an in-depth analysis of the case based on the local background and political perspective, and encouraged enterprises to actively respond to the lawsuit and pass the “Four-Body Problem” The “linkage” mechanism formed a synergy to help this case achieve a favorable outcome.
