As the only comprehensive pilot project for the transformation and upgrading of traditional industries in the province, in 2018, Shaoxing City launched the cross-regional agglomeration and upgrading project of printing and dyeing and chemical industries with the courage of a strong man and the determination to break the boat, integrating the printing and dyeing enterprises and chemical industries distributed in Yuecheng District Enterprises are relocating to the district and Shangyu District.
Traveling day and night, fighting against the wall chart. Not long ago, five major printing and dyeing groups composed of Yuecheng printing and dyeing companies all put into production in Lanyin Fashion Town in the Economic and Technological Development Zone.
Migration is not a simple translation, but aims at gathering and improving to obtain better development space. Different from natural migration, industrial migration is a “tough battle” to break down administrative barriers. Both the government and enterprises face huge challenges. How did Shaoxing break through the encirclement and win the final victory in this battle? What kind of “dividends” can cross-regional agglomeration release to add impetus to Shaoxing’s high-quality development?
Or is the company going to be reborn or reborn?
Relocation is indeed stressful, but it can also be a transformation.
During the interviews, many companies frankly said that judging from the dividends released after the agglomeration improvement, the economic losses caused by the relocation are within an acceptable range.
A set of data shows that after the five major printing and dyeing groups were put into full production in the Economic and Technological Development Zone, production efficiency increased by an average of 25%, costs and energy consumption were reduced by 20%, and the annual output value is expected to exceed 10 billion Yuan, the average benefit per mu has tripled…
In addition, after the relocation of the group, it has also achieved qualitative improvements in energy conservation, consumption reduction, and green development: resource consumption is generally less than 28 kg of standard coal/100 meters, 1.6 tons of water/100 meters, which is far lower than the national standard coal of 35 kg/100 meters and 2 tons of water/100 meters.
Behind the results of one increase and one decrease, digital and intelligent production lines play the most important role. Walking in the workshops of the five major printing and dyeing groups that have just been put into operation, internationally advanced equipment such as Japanese Toshin printing machines and Italian pine dryers can be seen everywhere.
“This is a full-process, fully-automatic production line.” At Zhejiang Yibin Printing and Dyeing Co., Ltd., the person in charge, Yu Chenghong, pointed to the rumbling washing machine, printing machine, dyeing and chemical additives weighing ingredients conveyor system and so on. Zhejiang Colorful Rainbow Printing and Dyeing Group also took advantage of the opportunity of agglomeration and improvement to eliminate outdated equipment and purchase a batch of world-leading printing and dyeing equipment. The smart printing and dyeing platform was also officially launched.
After the improvement of agglomeration, the five major printing and dyeing groups have also gained economies of scale. For example, Zhejiang Hongda Printing and Dyeing Group was formed by the integration of 14 Yuecheng District printing and dyeing companies. By drawing on the strengths of others, the group’s products currently include cotton, woven and other ordinary fabrics, as well as functional fabrics, with a complete range of varieties and powerful performance.
“As soon as customers walk into our company, they don’t have to go out because we can produce any product.” Lin Maliang, general manager of the group, said frankly that with such strong market competitiveness, before the agglomeration, Unthinkable. “In the past, when these 14 companies operated alone, their production capacity was generally small and the average per mu was not high. But now the company not only has a full range of products, but has also gained the reputation of being the largest company in printing and dyeing production capacity in the province.”
What did you pay for the development zone?
As the venue for this cross-regional agglomeration, it is also a big problem for the Economic and Technological Development Zone to quickly and efficiently get the five major printing and dyeing groups to be constructed and put into production on time. All this is inseparable from the great attention of the Shaoxing Municipal Party Committee and Government, as well as the close cooperation of the Yuecheng District Committee and District Government, and the District Committee and District Government.
At the end of July this year, the Hongda Printing and Dyeing Group was put into operation and the original factory closure and exit ceremony of Paojiang Printing and Dyeing Enterprise was held in the original factory area. At the end of this cross-regional agglomeration and improvement of Shaoxing’s printing and dyeing industry, Yin Weiguo, director of the Economic Development Office of the Economic and Technological Development Zone, was filled with emotion when listening to the work summary of relevant departments.
Back in October 2019, the Economic and Technological Development Zone received the task of gathering printing and dyeing enterprises in Yuecheng. Each department immediately responded quickly and set up a special team for service and guarantee work. While striving for the already tight land quota, they also started preparations for demolition and supporting construction.
“Each group provides one-on-one dedicated service. We will fully promote supporting work such as water supply, power supply, heating, gas supply, and sewage discharge, and conduct project planning, completion, fire protection acceptance, etc. Full service guidance.” Yin Weiguo recalled, “The most impressive thing is that the multi-party coordination has won more than 600 acres of land quota, and more than 20 project promotion coordination meetings have been held.”
“In fact, at the beginning When we heard that we were going to relocate, we had a lot of worries.” Lin Maliang recalled, “But with the introduction of government services, we understood the significance of agglomeration and improvement, and agreed that we should seize this opportunity of Phoenix Nirvana.”
With the full promotion of the dedicated staff, the supporting projects of the five major printing and dyeing groups have achieved “progress every week and promotion every month”: the new Yichuan Textile Power Support 35KV switch station project has been completed and put into operation. The third phase expansion project of Binhai Thermal Power was put into operation, the new Beishi Road pressure regulating station and connecting line project of Shaoxing Natural Gas completed the nitrogen replacement of the entire pipeline and was put into operation, and the water supply source water pipe reconstruction project was completed and put into operation…
“Next , we will continue to overcome difficulties and accelerate the second phase of Xiaoshunjiang pressurized pumping station project, the fourth phase of Zheneng Binhai Thermal Power Expansion Project and other projects to protect the sustainable development of the five major printing and dyeing groups.” Yin Weiguo said.
Industrial relocation or both quality and quantity improvement?
It is estimated that if the five major printing and dyeing groups are fully put into production, the district’s printing and dyeing production capacity can be greatly increased.
“In addition, the joining of the five major printing and dyeing groups has also strengthened the reinforcement of large textile industry chain links such as natural fiber printing and dyeing, special product printing and dyeing, and also injected a boost into the brain construction of the district’s printing and dyeing industry.” Economic and technological development The relevant person in charge of the district said.
This is undoubtedly a great help for those who are striving to build a modern textile industry cluster worth 100 billion yuan. At present, guided by the deepening of the “heroes based on average acres” reform, the district is in-depth promoting the overall improvement of printing and dyeing enterprises, using “industrial brain + future factory” as the core application scenario to guide printing and dyeing enterprises to accelerate digital transformation. From January to July this year, the district’s textile industry achieved an output value of 71.8 billion yuan, a year-on-year increase of 13.2%.
The improvement of industrial agglomeration also frees up space for development. According to statistics, after the two major industries of Shaoxing’s printing and dyeing and chemical industries have gone through “cross-domain integration”, more than 10,000 acres of land have been vacated, with a net saving of more than 4,000 acres of land. The land to be vacated will be transformed and developed in accordance with the orientation of green, high-end, urban and international industries to further strengthen the two major industries of integrated circuits and biomedicine. At present, Shaoxing’s integrated circuit and biomedicine industries have been included in the province’s “10,000 acres and 100 billion” new industry platform.
From the perspective of ecological and environmental protection, the Economic and Technological Development Zone has built sewage, sludge treatment and other supporting projects to realize centralized heating, centralized gas supply, and centralized sewage discharge in the printing and dyeing industry. It can save nearly 20,000 tons of standard coal. In 2021, the city’s weather quality rate in Shaoxing reached 83.8%, and the water quality compliance rate of 70 sections above municipal control was 100%.
