Seven domestic shoe companies have been selected by the European Commission to enter the written defense procedure for sunset review of the leather shoes anti-dumping case. This was learned from Zhejiang Aokang Group, one of the responding companies.

The relevant person in charge of Aokang Import and Export Company said that the company received the “Anti-dumping Questionnaire on Specific Types of Leather Shoes Made in the People’s Republic of China and Vietnam” sent by the European Commission via email on October 30. The questionnaire is 80 pages in total and covers almost every aspect of exporting to the EU. It is required to be submitted before December 8. At present, Aokang has begun to fill in written defense materials under the guidance of Pu Lingchen, the Chinese attorney in this case, and others.

In addition, six shoe companies including Fujian Jianle and Guangdong’s Yuyuan Industry, Panyu Chuangxin Shoes, Huajian Shoes, Tongjia Shoes and Foshan Nanhai Gold Shoes were also selected.

After the European Commission announced on October 3 that it would launch a sunset review of the anti-dumping case against leather shoes, relevant departments successively held response coordination meetings in the three major shoe-making bases in Zhejiang, Guangdong, and Fujian, calling on shoe companies to go all out to respond actively. Before the deadline for submitting sampling forms on October 20, more than 60 domestic shoe companies submitted complaint materials. The above seven shoe companies were sampled from them.

Lawyer Pu Lingchen said that this sunset review work is divided into two parts. First, the company actively responds to the lawsuit within the specified time, which shows the cooperative attitude of Chinese companies in this investigation; second, national and local industry organizations unite to represent Chinese shoe companies. No defense to damages.

The European Commission launched an anti-dumping investigation into Chinese and Vietnamese leather shoes in 2005. In October 2006, it began to impose a two-year anti-dumping tax of 16.5% on Chinese leather shoes, and it will conduct a sunset review again after it expires in October 2008.

Sunset Review, also known as expiry review or expiry review (Expiry Revies), originated from the EU anti-dumping regulations and was included in the WTO Anti-dumping Agreement. It refers to the reexamination procedure initiated by the investigation agency at the request of an interested party or initiated by the investigation agency on its own initiative within a reasonable time before the expiration of anti-dumping measures. After the anti-dumping period expires, it can be extended through sunset review. Therefore, the success or failure of sunset review is related to whether enterprises and products can return to the local market.
