On March 5, 2020 local time in the United States, the Office of the United States Trade Representative (USTR) announced the product exclusion announcement for the first batch of US$300 billion in tariffs. A total of 8 products are involved: 3401.19.0000, 3926.90.9910, 4015.19.0510, 4015.19.0550, 4818.90.0000, 6210.10.5000, 6307.90.6090, 6307.90.6800, including 5 tax codes for textile and clothing products. Excluded products will no longer be subject to Section 301 tariffs when exported to the United States. The excluded products listed in this announcement are valid from September 1, 2019 to September 1, 2020.
On August 20, 2019, the Office of the United States Trade Representative (USTR) decided to impose a 10% tax on Chinese goods with an annual trade volume of approximately US$300 billion. Additional tariffs on products listed in Action List A take effect on September 1, 2019. On August 30, 2019, USTR decided to increase the surtax rate from 10% to 15%. On January 22, 2020, USTR decided to reduce the tax rate from 15% to 7.5%. List B has not yet been launched.
The descriptions and HS codes of the five specifically excluded categories of textile and apparel products are as follows:
1)4015.19. 0510: Medical gloves, gloves and gloves (other than surgical), of natural rubber, except hard rubber;
2) 4015.19.0550: Medical gloves, of vulcanized rubber, not Contains hard rubber;
3) 6210.10.5000: Clothing made of fabrics of heading 5602 or 5603: designed for use in hospitals, clinics, laboratories and other Nonwoven disposable garments of the area;
4) 6307.90.6090: Other manufactured articles, including garments Style: Surgical drapes, made on a paper base Made of fabrics formed or covered with paper;
5) 6307.90.6800: Other manufactured articles, including garment styles: surgical spunlace or bonded fiber fabrics Disposable surgical drapes made of curtain rayon.
