On November 14, 2019, the U.S. Department of Commerce announced final anti-dumping and countervailing rulings on polyester textured yarn (PolyesterTexturedYarn) imported from China and India: (1) Jiangsu Heng Jiangsu Hengli Chemical Fiber Co., Ltd. obtained a separate tax rate of 76.07%. China’s general dumping rate is 77.15%; China’s mandatory respondent Fujian Billion Polymerization Fiber Technology Industrial Co., Ltd. subsidy rate is 32.18%, Suzhou Shenghong Garmant Development Co. subsidy rate is 472.51%, Suzhou Shenghong Fiber Co., Ltd., Jiangsu Shenghong Textile Imp & Exp Co. and Jiangsu The subsidy rate of Jiangsu Huahui Import and Export Co., Ltd. is 473.09%, and the subsidy rate of other manufacturers and exporters is 32.18%. (2) The dumping rate of JBF Industries, Limited, an Indian mandatory respondent enterprise, is 47.51%, the dumping rate of Reliance Industries, Limited is 17.62%, and the dumping rate of other manufacturers and exporters is 17.62%; the subsidy rate of JBF Industries, Limited, an Indian mandatory respondent enterprise, is 21.83%, Reliance Industries, Limited. The subsidy rate is 4.29%, and the subsidy rate for other manufacturers and exporters is 4.65%. The U.S. International Trade Commission (USITC) is expected to make a final ruling on industrial injury in this case on December 30, 2019. This case involves products under U.S. coordinated tariff numbers 5402.33.3000 and 5402.33.6000.
In the anti-dumping and countervailing investigations in this case, the U.S. Department of Commerce ruled that the Chinese companies involved in the case had an emergency situation and exported large quantities of the products involved in order to avoid the affirmative final ruling. Therefore, it was decided to implement anti-dumping and anti-dumping measures against the products involved in the case declared by the above-mentioned companies at the US Customs. The effective date will be retroactive to 90 days before the announcement of the preliminary ruling on this case.
On November 8, 2018, in response to applications submitted by U.S. domestic companies Unifi Manufacturing, Inc. and NanYa Plastics Corporation, America on October 18, 2018, the U.S. Department of Commerce announced Launched a double-crossing investigation into drawn and textured yarn imported from China and India. On November 30, 2018, the U.S. International Trade Commission voted to make a preliminary ruling on anti-dumping and countervailing industry damage to drawn textured yarn imported from China and India. On April 29, 2019, the U.S. Department of Commerce announced a preliminary anti-subsidy ruling on stretch textured yarn imported from China and India. On June 26, 2019, the U.S. Department of Commerce announced a preliminary anti-dumping ruling on drawn textured yarn imported from China and India.
