On September 17, 2019, the Office of the United States Trade Representative (USTR) announced the second batch of exclusion announcements under the $200 billion tax product list. This time, 38 products were announced. There are 46 applications, and the validity period can be traced back to September 24, 2018, the date when the 200 billion list came into effect, to August 7, 2020.
There are three items involved in textile and clothing-related products in the 200 billion exclusion list announced on September 17, namely
(1) Wovenmicrofiberfabricof100percentpolyester,notexceeding150/ 75or104/72threadsperinch, weighing83gram/m2(describedinstatisticalreportingnumber5407.10.0010));
(2) 65% polyester and 35% cotton fabric, thread weight per inch is less than 170g/m2, not exceeding 45/45 or 110/76 (described in reporting number 5513.11.0040) 40));
(3) Polyester or viscose fabric coated with polyurethane, the width of the above fabric is 137 cm (54 inches) and the weight is 187 g/m2 (in report number 5903.20.2500 Described)(Polyesterorviscosefabriccoatedwithpolyurethane,theforegoingmeasuring137cm(54inches)inwidth,andweighing187grams/m2(describedinstatisticalreportingnumber5903.20.2500)).
As of now, there are five items in the 200 billion exclusion list involving textile and clothing-related products, two of which have been included in the 200 billion exclusion list announced on August 7, 2019 are excluded, the product tax numbers are 5402.20.3010 and 5603.92.0090 respectively. According to the announcement issued by USTR on June 19, 2019, the product exclusion process for the $200 billion tax list will be launched on June 30, 2019. Apply for The deadline is September 30, 2019. Therefore, companies can still apply for product exclusions (the online channel for product exclusions under 200 billion is: http://exclusions.USTR.gov).
