On January 25, China Textile Industry Federation’s 2022 National Textile Industrial Cluster Pilot Review A special work meeting was held in Beijing. In accordance with the management requirements of the China Textile and Apparel Industry Federation for industrial cluster pilot areas, a review work is carried out every three years, and this year is the review year. In order to do a good job in the fifth industrial cluster pilot review work, the China Textile Federation Industrial Cluster Working Committee organized relevant departments and professional associations of China Textile Federation to jointly participate in this “China Textile Industry Federation 2022 National Textile Industry Cluster Pilot Review Work Special Meeting”. At the meeting, the basic situation of the joint construction of industrial clusters from 2019 to 2021 was focused on, the opinions and suggestions of various units were extensively listened to, and the work ideas for the fifth industrial cluster pilot review were deployed.

Regarding the fifth industrial cluster pilot review work, Vice President Xia Lingmin put forward several requirements. First, clarify the purpose of the review work, further understand the operation of the industry, deepen industry services, and timely adjust the China Textile Federation’s industrial services. Content, methods, and methods will improve the accuracy and effectiveness of services and promote better development of industrial clusters during the “14th Five-Year Plan” period. The second is to clarify the targets of the review work, that is, the 204 cluster pilot companies that have established a pilot co-construction relationship with China Textile Federation for three years. The third is to clarify the review work schedule. After this meeting, the cluster working committee will start as soon as possible and strive to complete the basic review work by the end of September this year. The fourth is to clarify the materials that need to be prepared for the review work. In terms of data reports, the processes and forms should be simplified as much as possible, and all departments should act in a unified manner; in terms of self-examination reports, the time nodes must be clear; other related materials such asEnvironmental protection related matters must also be further clarified and implemented. The fifth is to carry out research on industrial clusters. The review work requires both local situation reporting and on-site visits, sorting out the list of key visits, and strengthening contact with the clusters. Sixth, regarding the construction of world-class textile industry cluster pilot areas, we must pay more attention to it and build it into a model project; improve service levels, provide quantitative indicators, and sort out regional characteristics; ensure high quality Complete the submission of economic data, self-examination reports, digital, intelligent, green development measures and other materials in cluster areas, and conduct comprehensive on-site visits. The Cluster Working Committee and various professional associations and departments need to continue to strengthen cooperation, solidify preliminary preparations, fully promote the development and implementation of cluster review work, and effectively promote the development of the textile industry during the “14th Five-Year Plan” period.
At this meeting, Zhang Haiyan, secretary-general of the China Textile Industry Cluster Working Committee, reported on the development of clusters and cluster service work in recent years. The Secretariat of the Cluster Working Committee has closely contacted local pilots through research and information communication; various professional associations and departments have also provided various services in various forms; locally, provinces and cities are also actively promoting cluster construction work, and the joint construction of textile industry clusters fruitful. During this period, the work of industrial clusters has also received great attention from various ministries and commissions such as the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Commerce. The meeting emphasized that industrial clusters fully reflect the development characteristics of my country’s textile industry, and the cluster pilot has been the most important working platform for the China Textile Federation’s departments and member units to serve the industry in the past two decades.
