On June 6, 2023, the WTO Safeguards Committee released the safeguard notification submitted to it by the Madagascar delegation on June 2. The Madagascar Investigation Agency (ANMCC) made a final sunset review of safeguard measures on imported blankets and recommended that the products involved in the case continue to be levied a safeguard tax for a period of 4 years, as follows: 30% from June 3, 2023 to December 31, 2023 , 29% in 2024, 28% in 2025, 27% in 2026, and 26% from January 1, 2027 to June 2, 2027. The products involved are wool, cotton or fiber blankets of various colors, sizes and weights, involving products under Madagascar tax numbers 63011000, 63012000, 63013000, 63014000 and 63019000.
On September 20, 2018, Madagascar launched a safeguard investigation on imported blankets. On July 1, 2019, the WTO Safeguards Committee issued a notification on safeguards submitted to it by the Madagascar delegation. Madagascar made a final ruling on safeguards on imported blankets and recommended that the products involved be levied a four-year surcharge at CIF. Tariffs (including temporary additional tariffs) are 41% in the first year, 38% in the second year, 35% in the third year, and 32% in the fourth year. On January 26, 2021, Madagascar launched a midterm review investigation into the case. On August 31, 2021, Madagascar made a final mid-term review of the case and decided to maintain the current safeguard measures without making adjustments. On February 18, 2023, Madagascar launched a sunset review investigation of safeguard measures on imported blankets.
